Job Summary:
The Director Laboratory Services oversees all daily functions of the laboratory including Chemistry, Blood Bank, Hematology, Microbiology (at identified facilities), Histology/Cytology, Pathology (at identified facilities), Phlebotomy, and support services. This individual is responsible for staffing, problem resolution, operational parameters, customer service, supplies, training/orientation of staff, and adherence to all regulatory requirements (CAP, CLIA, TJC, and OSHA). The Director ensures that quality services are provided according to established policies and procedures. Develops, interprets and implements budgets and long-range plans. This individual is responsible for performing a wide variety of management tasks requiring strategic thinking, independent judgment, ingenuity and initiative. May be responsible for off-site laboratory services that are part of a Hospital Outpatient Department (HOD).Core Responsibilities and Essential Functions:
Responsible for day-to-day operations of the Department of Pathology and Laboratory Medicine including General Lab, Blood Bank, Microbiology (in identified facilities), Phlebotomy, Anatomic Pathology (in identified facilities) and Point of Care. * a)Responsible for the overall operation and administration of the laboratory, including the employment of personnel who are competent to perform test procedures, and record and report test results promptly, accurate, and proficiently and for assuring compliance with the applicable regulation. * b)Ensure that testing systems developed and used for each of the tests performed in the laboratory provide quality laboratory services for all aspects of test performance, which includes the pre-analytic, analytic, and post-analytic phases of testing. * c)Ensure that the physical plant and environment conditions of the laboratory are appropriate for the testing performed and provide a safe environment in which employees are protected from physical, chemical and biological hazards. * d)Perform daily rounding of staff. Financial Accountability * a)Develop annual operation and capital budgets. * i)Working with Lab Management and Finance to develop annual budgets to include appropriate volume projections. * ii)Participate in the development and implementation of operations budget to ensure compliance with organizational expenditure requirements. * b)Monitor revenue, expenses and productivity and make appropriate adjustments as needed. * i)Review and develop action plans for improvements based on various financial reports, including but not limited to, Responsibility Report, Kronos Productivity, productivity external comparison reports, System Flash and Facility Report, Detail Trial Balance. * ii)Establish operations standards for cost control, waste reduction, quality, safety, and complete on-time delivery. * iii)Monitor utilization patterns of lab services and advises Leadership and other appropriate staff of developing trends in clinical service needs. * c)Responsible for facilitating negotiations of contracts and equipment purchases. * i)Consult with Supply Chain Management on all contracts and equipment purchases. * ii)Advise and administer all contracts into which the lab may enter. * iii)Consult with Finance and Legal departments on all contracts and agreements. * d)Monitor revenue and expenses of laboratory services relative to Diagnostic Outreach testing. * e)Monitor progress against established budgeted goals; proactively create plans and tasks to sustain progress related to General Lab, Microbiology and Anatomic Pathology. Establish and maintain lines of communication with internal and external customers in order to ensure a timely response to new clinical service trends and program planning. * a)Foster a unified culture and promote a process for collaboration, cooperation, sharing of information and mutual teamwork within the laboratory and other hospital departments. * b)Through a department level team provide support and coordinate efforts with nursing to provide point of care testing. * c)Ensure emergency department services achieve goals. Development and implementation of strategic planning, performance improvement initiatives and quality management efforts. * a)Lead and direct the development, communication and implementation of effective growth strategies and processes. * b)Oversee the development of the laboratorys plans and programs in evaluation of long-range planning and regulatory action on operational performance. * c)Collaborative with Diagnostic Outreach in the development, implementation and maintaining of outreach services. * d)Based on the laboratory servicing needs of Lab Outreach and through cross-functional teams, execute strategies that will achieve Outreach line of business goals which should align with the existing goals of operational teams. Develop a strategy to maintain Diagnostic Outreach as a client * a)In collaboration with Outreach Operations proactively develop plans of action to monitor and measure quality initiatives and goals; customer satisfaction goals, product and development strategy; and client needs as it relates to the pre-analytical and post-analytical processes of our available test menu. Oversight and compliance through the development of clinical and administrative guidelines and appropriate outcomes of care of the College of American Pathologists, American Association of Blood Banks, Georgia Department of Human Resources, the FDA, CMS and Joint Commission. * a)Ensure that the laboratory is enrolled in an HHS approved proficiency testing program for the testing performed and that the proficiency testing samples are tested as required by CLIA; the results are returned within the timeframes established by the proficiency testing program. * b)Ensure that the quality control and quality assurance programs are established and maintained to assure the quality of laboratory services provided and to identify failures in quality as they occur. * c)Properly supervise and accurately perform tests and report test results in accordance with the personnel responsibilities described in CLIA regulations. * d)Ensure operational adherence to currently accepted technical service standards for laboratory medicine. * e)Ensure that the test methodologies selected have the capability of providing the quality of results required for patient care; verification procedures used are adequate to determine the accuracy, precision and other pertinent performance characteristics of the method; and laboratory personnel are performing the test Ensure that all necessary remedial actions are taken and documented whenever significant deviations from the laboratorys established performance specifications are identified and that patient test results are reported only when the system is functioning properly Performs other duties as assigned Complies with all WellStar Health System policies, standards of work, and code of conduct.Required Minimum Education:
Bachelor's Degree Required and Master's Degree PreferredRequired Minimum License(s) and Certification(s):
