Overview

The Vice President of Facilities reports directly to the SVP & Chief Operating Officer at Wellstar Kennestone Hospital and Wellstar Windy Hill Hospital. Key responsibilities of the role include developing, maintaining, documenting, and executing a comprehensive strategic facility plan for the following Wellstar facilities: Kennestone Hospital, Windy Hill Hospital, Cherokee Health Park, Acworth Health Park, and East Cobb Health Park. The Vice President of Facilities will also be responsible for the maintenance engineering and compliance plan. The Vice President maintains, enhances, and builds facility engineering policies and processes that influences design and construction requirements. The Vice President will also develop, maintain, and oversee disciplined production and maintenance processes and procedures. The Vice President must meet applicable Joint Commission standards, be consistent with current legal guidelines and industry best practices and have provision for evaluation effectiveness and continuing performance improvements. This leader provides expert knowledge of applicable regulatory standards and reporting requirement. The qualified candidate is responsible for leading Wellstar Kennestone Regional Medical Center Facilities team to foster "best in class" organization. In addition to the above responsibilities the Vice President will be the designated "Subject Matter Expert" SME for the Wellstar Health System for facility engineering. The Vice President will co-chair the Facility Engineering Council. The council will implement joint commission peer reviews, collaborate on maintenance contracts, review system wide alignment of purchasing, and implementing system wide initiatives. This position will advance Wellstar's mission to enhance the health and wellbeing of ever person we serve by an ongoing evaluation and oversight of all facility related issues that ultimately impact patient experience.

Responsibilities

Strategic planning

  • Work strategically and foster a collaborative and service-oriented culture.
  • Ability to set strategic goals and meet deadlines.
  • In conjunction with the Hospital leadership, Finance/Operations, and Real Estate, Construction and Development, develop and maintain a strategic multi-year campus/facility Master Plan to ensure all facility equipment and systems remain up to date and functional.
  • Co-Chairs Wellstar Facility Council.
  • Develop and maintain long term capital investment plans for central plant for Kennestone Hospital, Windy Hill Hospital, Cherokee Health Park, Acworth Health Park, and East Cobb Health Park. $3M-$5M annual central plant budget.
  • Establish and maintain a building maintenance program for Kennestone Hospital, Windy Hill Hospital, Cherokee Health Park, Acworth Health Park, and East Cobb Health Park.
  • Lead/Develop Wellstar Energy and Efficiency program and implementation.
  • Lead hospital space planning efforts. Work closely with our executive management team to determine long-term space utilization

Leadership

  • Provide overarching leadership to all areas of Facilities – operations and infrastructure, maintenance project management, maintenance engineering and operations.
  • Develop optimal organizational structure, interviewing, hiring, training, directing, coaching in the moment, rewarding and discipline team members, setting objectives and appraising team member performance.
  • Create succession plan by assessing talent and creating individual development plans for direct reports and other leaders.
  • Lead and influence internal business partners.
  • Ensure all contractors working on the Windy Hill and Wellstar Corporate offices/campuses and WellStar Medical Group offices are in compliance with all OSHA, Life Safety Codes, NFPA and other applicable codes and standards.
  • Foster and enhance relationships, coordination and partnership between the Facilities, Construction, and Project Controls policies.
  • Works with hospital leadership to address all minor construction and facility construction.
  • Monitors all minor construction and central plant projects and ensures that projects are completed as designed, in compliance with accepted plans and specifications, and on time.
  • Maintain major building equipment and sure it is in working order.
  • Review construction documents for compliance with Wellstar standards related to plumbing, electrical and HVAC. Coordinates recommended changes to construction document with A&E team.
  • Approve As-Built and close-out documents as accurate and complete.
  • Coordinate System engineers and architects to create “punch lists” of construction projects prior to final project closeout and for ensuring Facilities Engineering participation in the final inspection of all construction projects.
  • Prepare and submit weekly project status report of department’s special projects

Financial Management

  • Assess vendor performance against budget on a weekly, quarterly and annual basis to ensure compliance.
  • Develop expense and capital budget.
  • Initiate/manage RFP’s with project controls and negotiate favorable terms and pricing to reduce cost per transaction.
  • Develop reporting tools to assist in the management of services, such as work order variance reporting, vendor score carding and statistical reporting.
  • Review cost estimates, project budgets and schedules to ensure successful delivery.
  • Monitors all minor construction and central plant projects and ensures that projects are completed within budget.
  • Review current processes and advise of any efficiency changes of organizational processes and procedures to enhance performance.
  • Submit capital planning (short and long term) for building equipment and systems is annually.

Department Oversight

  • Provide oversight of manpower utilization and time and attendance.
  • Conduct periodic site walk throughs to ensure staff and resources are being used efficiently.
  • Conduct review of preventative maintenance efforts as specified in the work request and ensures subordinate and positions follow the tasking required until completion.
  • Review current processes and advise of any efficiency changes of organizational processes and procedures to enhance performance.
  • Manage the departmental operational budgets.

Compliance

  • Responsible for the hospital requirements of the Joint Commission Environment of Care Standards to include a current and accurate Statement of Conditions and a PFI completion schedule in accordance with Joint Commission guidelines.
  • Maintain a working knowledge of Joint Commission Standards, NFPA Codes, Hospital Guidelines for Construction and Mechanical, Electrical and Plumbing Systems.
  • Maintain programs designed to keep the facility in compliance with NFPA 101 Life Safety.
  • Ensure the emergency generators are exercised in accordance to Joint Commission guidelines

Qualifications

Required Minimum Education

  • Bachelor's Degree in related field required or
  • Associate's Degree in related field required
  • Master's Degree in Business Administration or related discipline preferred.

Required Minimum Experience

  • 5-7 years of Facility Leadership experience required.
  • 10 – 15 years of progressive experience in hospital facilities or plant operation maintenance required.
  • Preferred experience in construction project management, installation and maintenance of equipment, maintenance of building and grounds and utility system is necessary. 

Required Minimum Skills

  • Extensive knowledge of OSHA regulations, Energy Efficiency, Joint Commission standards, FDA and other applicable State and Federal rules and regulations.
  • Must be able to manage a comprehensive program to ensure a safe work environment for patients, visitors, and physicians and staff.
  • Extensive knowledge of facility operations and management; contract terms and negotiations; design and construction management as well as applicable laws and regulations.

Additional Licenses and Certifications

  • CHFM – Certified Healthcare Facility Manager (required or must obtain with 2 years of start of role) required.
